Idk but the roads aren't actually difficult to finish if you take the materials from shelters and distro centers, you just have to focus the roads that actually matter, on my journey to completely all the roads I noticed that alot of the useless roads were also the most expensive to build. 4.The way roads work is that other people finishing them won't finish them in other people's games. I did maybe two sections of the road on the second map and a fair bit of the map was done by someone else.
