Long story short adding some text to the fallout.ini file in MO2 resolves the texture issue. So midway through a playthrough, I updated TTW from 3.2 to 3.2.2 (went through the proper steps of 3.2 > 3.2.1 > 3.2.2) And after loading up the game lots of texture errors have shown up. I've been noticing some very odd issues on my character, and on some NPCS.
