They work you just don't have a strong enough gun, or enemy is above your level, or not doing headshots. also keep in mind that silencers will lower the DPS damage of a gun, so you need other mods / perks to counter that. As an aside, the Sprint toggle is also flawed. It will activate Sprint when you press it the first time. But if you press the button again it does not cancel Sprint. So, it's NOT a toggle.
